No, the requrring program is only for new postpaid and credit card (BCA) registrations.

I have registered for the requrring program but have not received BCA cashback

If I fail to autodebit only in the first month, can I get benefits from Smartfren and BCA?

If you fail to debit the first month, then you do not get the quota and BCA rewards, but for the 2nd month and so on, if you succeed in auto-debit according to the program package, you are entitled to only Smartfren quota benefits (BCA Reward benefits are only given on the 1st month bill).
